What is an HMBP?
A Hazardous Materials Business Plan (HMBP) is a package of information that your business is required to provide us if the amount of any hazardous material/waste at your facility meets or exceeds reportable quantities*:
- 500 pounds of a solid
- 55 gallons of a liquid
- 200 cubic feet of a compressed gas

An HMBP will contain information related to:
- Facility information
- Hazardous materials inventory
- Site map
- Emergency response plans and procedures
- Employee training program
The purpose of the HMBP is to protect and minimize damage to public health, safety, and the environment from a release or threatened release of a hazardous material. Information from HMBPs is used to assist with emergency responses to a release or threatened release of a hazardous material within a city of a county.

Note: An "HMBP" can refer to both the regulatory program and the package of information submitted for the regulatory program.
Do I need a CUPA permit for HMBP?
A business must submit an HMBP for their facility if the facility handles a hazardous material (or mixture containing a hazardous material) with a quantity greater than or equal to:
- 500 pounds of a solid
- 55 gallons of a liquid
- 200 cubic feet of a compressed gas
Other qualifiers:
An HMBP is also required if the business:
- has on-site the applicable Federal threshold quantity for an extremely hazardous substance specified in:
OR
- handles radiological materials in quantities for which an emergency plan is required pursuant to 10 CFR Parts 30, 40, or 70.
Examples of common hazardous materials:
- Gasoline, diesel
- Propane, nitrogen, carbon dioxide
- Oils, paints, inks
- Solvents
How do I submit an HMBP?
Your business will submit the required HMBP information electronically in the California Environmental Reporting System (CERS).
Visit the CERS business information page for more details regarding electronic submissions.
Visit the CERS Business Portal to log in and complete your submittal.
You must submit all elements your submittal in CERS every year between January 1 and March 1.
How do I get an HMBP permit?
To obtain an HMBP permit, you will first submit your information in CERS. Our inspectors will review your submittal, and then we will invoice you for the appropriate permit fees. All program permits (HMBP, UST, etc.) are consolidated into one CUPA permit. See our Billing & Permitting page for more details.
